The Ultra Wizard lets you unlock new Spells. To unlock a Spell, you'll need to use ones you've already unlocked a certain number of times. The required amount of uses increases with each completed "Get a Spell" Plaza Event. It goes from 50 to 360. You can also pay Coins to unlock the Spell faster, with a 300 Coins/Spell use ratio. If the players fails to complete the event, the next time the event arrives, its requirements are decreased by 20. In an unknown update, the Spells required were decreased from 75 to 175, making it easier for players to unlock Spells more often, and the event time was increased to 4 days.
The Wizard won't make you unlock random Spells, as he follows a predefined cycle to make you unlock all Spells fast! He of course can't get you Super Spells, or default Spells (the Bomb Spell, Heal Spell and Rage Spell).
